LÉVIS – Prime Minister Mark Carney said the federal government will pour $11.3 billion into Quebec’s shipbuilding industry to build six new icebreakers for the Canadian Coast Guard.
Carney called it the “largest” shipbuilding contract in the province’s history.
The new ships will replace the coast guard’s aging heavy and medium icebreakers, fulfilling a promise made in 2019.
Plans to supply Immigration and Customs Enforcement (ICE) officers with special gloves that can deliver electric shocks have alarmed experts and drawn scrutiny amid some high-profile lawsuits over their use in local correctional facilities.
In one extreme case, a 43-year-old man died after allegedly being shocked 40 times by officers with a combination of the gloves and a Taser in a county jail in Kentucky, and the man’s widow is suing authorities.
Earlier this month, the Department of Homeland Security (DHS), the parent agency of ICE, published plans to spend up to $20m (£15m) to outfit ICE officers by March of next year with the controversial gloves, which are also used in various police departments and some schools.

Ukrainian defence technology company DevDroid said the strike was carried out by a Droid TW-12.7 unmanned ground vehicle (UGV) which was being operated by soldiers from Ukraine’s 44th Separate Mechanised Brigade.
DevDroid said the operation took place after Russian troops sought shelter inside a building at one of their positions.

Trump’s Canada Tariffs Aren’t the Betrayal Ottawa Claims
Every diplomatic breakup produces two stories, and the one Ottawa is telling that Washington ambushed a trusted partner at the negotiating table has already won the sympathy of most of the press. It is a good story. It is also incomplete.
What actually happened last week is that trade talks fell apart because the United States asked Canada to accept terms Canada found uncomfortable, and Canada refused. Prime Minister Mark Carney called the American position “unfair” and “uneconomic.” He may be right that it was tough. He is wrong to suggest that toughness, on its own, is grounds for outrage. The United States has run a trade relationship with Canada for decades that gave Ottawa nearly unrestricted access to the world’s largest consumer market while Canada kept its own protections, most notoriously its dairy supply management system firmly in place. Donald Trump’s blunt framing on social media, “Canada wants the benefits of being a State, without being one,” is crude. It is not wrong.
