Canadians are rightly shocked by U.S. President Donald Trump’s latest tariffs and threats of annexation. In early 2025, he discussed using “economic force” to pressure the country into becoming the 51st state. He now warns that Canada can no longer have “the benefits of being a state, without being one.”
Canadians have faced this kind of threat before and remained resilient. Twice, in fact.
History illuminates the present. I’ve been reading Stephen Kotkin’s widely and justly praised multi-volume biography of Joseph Stalin and have encountered many passages that illuminate the present.

Almost four decades ago, the Mulroney government concluded the Canada-United States Free Trade Agreement with the aim to gain access to the much larger U.S. market. The Chrétien government followed in 1994 with the North American Free Trade Agreement that included Mexico, creating one of the largest trading blocs in the world.
Despite trade frictions from time to time, all three countries benefited from higher economic growth and more jobs by removing many trade barriers, thus enabling import competition to improve productivity. Undoubtedly, NAFTA meant Canada would become even more dependent on the U.S. for trade than it was in the past.
Published in 1996, Samuel Huntington’s Clash of Civilizations predicted that, with the end of the Cold War, global conflict would center on the divide between Islamic and Western civilizations. Thirty years later, however, and a quarter-century after 9/11, the principal fault line runs through Islam itself, separating two ideological worlds.
