The man accused of raping a stranger on a metro Philadelphia train full of bystanders who cops say stood and filmed is a Congolese national present in the US illegally, according to a new report.

Fiston Ngoy, 35, was arrested and charged in the horrifying attack on Wednesday on board a Southeastern Pennsylvania Transportation Authority (SEPTA) train near the suburb of Upper Darby.

Ngoy entered the US on a student visa in 2012, but remained after the visa was terminated in 2015, and was protected from deportation by the immigration system despite multiple convictions.

Border Force staff who enact Priti Patel’s plans to “ push back” migrant boats in the Channel could be given immunity from conviction if a refugee dies, officials have confirmed.

The home secretary is seeking to introduce a provision in the nationality and borders bill that could give officials legal protections in the event that someone drowns.

Whether the provision, tucked away in an obscure corner of the bill, would actually protect officers from conviction under international maritime laws could be tested in the courts.

Border left ‘wide open’ after red states pull National Guard and police

MCALLEN, Texas — The swarm of National Guard soldiers and state police that governors sent to guard the Texas-Mexico border earlier this summer are gone, leaving the border effectively unmanned with just 6% of the reinforcements left behind.

“We used to have a National Guard posted there,” Border Patrol agent Chris Cabrera told the Washington Examiner while driving along a dirt road that runs parallel with the border near the Hidalgo port of entry late one evening recently. “There was another one right over here, but they took that guy, too.”

French police have launched a probe after officers fired rubber bullets at eight Iranian Kurdish men attempting to launch a migrant dinghy from Dunkirk to the UK. Suspected of trafficking, the men claim they’re innocent victims.

A night patrol on the beach at Dunkirk last week came upon eight Iranian Kurdish men carrying a dinghy toward the shore and opened fire on them, the Daily Mail reported on Saturday. Two of the men were taken to hospital, one with a fractured leg and another with a hand injury.

France makes ‘drastic’ decision to cull visas for Maghreb nationals over region’s refusal to ‘take back people that we don’t want’

The French government has said it is slashing the number of visas available for people from Algeria, Morocco and Tunisia, complaining that those countries are not taking back the migrants that France does not want to keep.

On Tuesday, government spokesman Gabriel Attal told French Europe 1 radio that Paris was taking action against its former North African colonies as they were refusing to take back illegal migrants sent home by the French authorities.

Yesterday, when writing about the conflicting stories coming out of the Del Rio Haitian encampment, I concluded my analysis with an assumption. “There’s more to this story than we’re being told.” A number of things being reported about how the Biden administration has been dealing with more than 14,000 Haitians, particularly the aggressive tactics being employed and the rapid deportation schedule, simply didn’t add up. On Tuesday, migrants at the airport in Port-au-Prince rushed back towards the plane they had arrived on, while others threw shoes at the jet.
