Thousands from Ukraine, Hong Kong in line to become permanent residents under new plan

The federal government’s plan to allow 200,000 temporary residents to become permanent residents by the end of next year is targeted in part at clearing backlogs of people who fled unrest in Ukraine and Hong Kong, the prime minister said Friday.

“These are people who are not permanent in terms of the classification, but are effectively permanent residents, and we’re recognizing that,” said Prime Minister Mark Carney Carney at a press conference in Winnipeg.

Carney lies as usual.
