Since mid-April, Joseph Kidd of the Northern Alberta city of Grande Prairie, has been arrested on sexual assault charges three times and released shortly after each arrest, only to allegedly reoffend within a matter of days.
Anyone wondering whether the justice system is failing Canadians need look no further than the Kidd case. Should the charges against him stand up in court, you’d have to wonder why he was put back on the streets to reoffend after the first time, much less the third.
