England, Wales, Northern Ireland and the Republic of Ireland use the Common Law system, whereby unless something is explicitly prohibited, it is permissible. It is a sensible legal system, and has been inherited by various countries that had ties to England, including the United States. Most of the rest of Europe uses the Napoleonic legal code, or derivations of it. As the name might imply, it is the legal system of a dictatorship: nothing is permissible except where explicitly allowed. Unfortunately, in recent decades England has de facto transitioned by stealth from the Common Law system to the Napoleonic legal code.
