OTTAWA — Prime Minister Mark Carney faces a tough political challenge to explain to Canadians why a deal that retains lower but punishing tariffs on steel, aluminum and autos and would put American booze back on Canadian shelves was the best trade deal he could reach with U.S. President Donald Trump.
