Carney is all-in on industrial policy. It’s a bad bet

By now, it’s clear the Carney government’s approach to economic development amounts to an all-in bet on industrial policy, a fad that has picked up steam globally. The thinking goes like this: the state chooses the right sectors and firms, directs capital and support to them, and builds a stronger economy from the top down. But a popular idea isn’t necessarily a good one.

Ottawa is betting big regardless.
