Ottawa officer once found to be ‘simply not suited to policing’ was city’s second-highest paid officer for 2017

An Ottawa police officer once ordered to resign because of “unsatisfactory work performance” earned more than every other officer on the force except for Chief Charles Bordeleau in 2017.

According to the province’s public sector salary disclosure, known as the Sunshine List, Const. Emmanuel Diafwila earned $247,797.98 in 2017 — almost $3,000 more than Deputy Chief Jill Skinner, who earned $244,909.59, plus $11,133.35 in taxable benefits. Deputy Chief Steve Bell earned $202,836.06, plus $15,367.60 in taxable benefits.
