Since its Chinese people building in China, it’s cheaper to bribe the inspectors than it is to comply with the regulations.
If the contractor is politically connected, because he bribes officials as well as inspectors, he will escape punishment too, as well as receive the contract to complete this structure, again, and others in the future.

Sorry to disagree with you a bit here, but there is plenty of bribes passed around in first-world North America and Europe — but the corruption here centers in the media, universities and senior government.
