Fahim Ahmad has not taken full responsibility for his role in ‘Toronto 18’ terror group: parole board

TORONTO—The imprisoned leader of the Toronto 18 terrorist group has not taken full responsibility for his actions and has “no viable release plan,” the Parole Board of Canada wrote in a decision released Friday.

With less than three years until he must be freed from prison, Fahim Ahmad has little insight into what caused him to plot al-Qaida-style terrorist attacks on Canadians, the Parole Board said in its four-page decision.
