Secretedolt of State Now Says That They Are NOT Negotiating a Legally Binding Agreement With Iran

Secretary of State John Kerry said “we are not negotiating a legally binding plan” with Iran in testimony before the Senate Foreign Relations Committee on Wednesday.

    It might be legally binding on Iran. He may mean there is no obligation on the US, but that means they are looking to make it difficult to reapply sanctions in the even of non compliance. If European negotiators agree they cannot place sanctions on Iran, then the US has no global partners anymore.

    I don’t think Iran ever believed any agreement that supposedly restricted their plans to build nuclear weapons would actually be binding on them (Iran). I think that they just wanted time to be able to complete these plans, and that they didn’t care if the USA thought any agreement was binding on the USA, as long as the USA wasn’t trying to further restrict Iran’s activities.
