Two police sources said that the men were seen armed and wearing cagoules in a Renault Clio car at a petrol station on a secondary road in Villers-Cotterets some 70 kilometres from the French capital.
Amid French media reports the men had abandoned their car, Bruno Fortier, the mayor of neighbouring Crepy-en-Valois, said helicopters were circling his town and police and anti-terrorism forces were deploying en masse.

Two armed suspects wanted over the Charlie Hebdo massacre have been surrounded by terror police in northern France, according to reports.
The men, believed to be brothers Cherif and Said Kouachi, are thought to have barricaded themselves into a house in the town of Crépy-en-Valois, around 80km north-east of Paris, it was reported by some French media.
Other reports suggest investigators are instead combing an area measuring roughly 20km by 15km around the town in search of the suspects.
Officers are also said to have found a Molotov cocktail bomb and jihadist flag in their abandoned car, according to Le Figaro.
Bruno Fortier, the mayor Crepy-en-Valois, said helicopters were circling his town and police and anti-terrorism forces were deploying en masse.
‘It’s an incessant waltz of police cars and trucks,’ he told Reuters, adding that he could not confirm reports the men were holed up in a house in the area.
Two men fitting the description of the Kouachi brothers were first spotted this morning after allegedly robbing a petrol station in nearby Villers-Cotterêt.
The station attendant claimed the suspects drove off in a white Renault Clio with covered number plates in the direction of Paris with ‘exposed Kalashnikovs and rocket launchers’ inside the vehicle.
The dramatic development came as the manhunt continued for the ‘armed and dangerous’ brothers who have links to terror groups stretching back almost a decade.
