He’s pandering here. It’s true that Ontario no longer attracts the top shelf in immigrants, still the GTA remains a magnet and receives the bulk of the Canada’s immigrant intake, that means unskilled workers for manufacturing jobs that no longer exist in Wynne’s Ontario.

Why do we need mass immigration and a TFW program during a “recovery” where unemployment remains high in most of the country?
