Hard to say where this might be – although the aggressive and totally inept driving style strongly suggests S.E. Asia or the Subcontinent somewhere.
In terms of “drive on the left”, we have countries like Thailand, Indonesia, Nepal, Bhutan, Macau, East Timor, Japan, Bangladesh, Brunei, Hong Kong, India, Malaysia, Pakistan, Singapore, and Sri Lanka as possibilities.
Given the expansive overhead electricity wiring along a major thoroughfare, and the rough, undulating surface of the roadway (indicating not a great deal of infrastructure spending), I would cull the list to Thailand, Indonesia, Nepal, Bhutan, East Timor, Bangladesh, India, Malaysia, Pakistan, and Sri Lanka.
Bhutan, East Timor and Nepal I don’t believe have this level of infrastructure of divided traffic. This trims the list down to Thailand, Indonesia, Bangladesh, India, Malaysia, Pakistan, and Sri Lanka.
Given the relatively uncrowded nature of the thoroughfare, I’m kind of thinking Bangladesh or Pakistan. Roadside signage is briefly viewed in English, so I don’t really know!
