The Magna Carta includes the eight hundred year tradition of the House of Lords and the House of Commons.
And the implicit traditions that were not ignored when Jack Layton, Stephane Dion and Gilles Duceppe tried to hijack Parliament just a few years ago.

I guess it’s stating the obvious to say that people will constantly try to exploit and dominate their fellows – if they can. So the best we can do is to set in place rules which restrain the power of any individual or group and try to force a balance of power between different groups. The US governmental system is arguably the best attempt to do these things that humans have come up with to date, though it seems to be in jeopardy these days.
