    When police back off out of high-crime neighbourhoods, crime goes up. If anyone knows of an exception to this principle, please post it. Will Hizzoner take any responsibility if crime goes up in Toronto, or will he blame a lack of basketball courts?

      It is the kinder, gentler, more Canadian version of “stop and frisk.” In high crime neighbourhoods, police will ask suspicious-looking people for ID. Because more black people get carded than whites, it has been declared “racist.”

        My understanding – A record is kept by the police – a “card file” – it supposedly has the officers opinions and your answers to questions etc. You are not under any obligation to answer any questions, or to show ID, and you are free to leave unless you are driving or under arrest.

          The last part is the most important. If you disagree with carding, just wish the officer a pleasant evening and be on your way. I’ve done it.

          When I lived in an area where there were a lot of break-ins, the police stopped me several times when I would walk home after midnight. I cooperated, because I wanted them to have every tool available to stop the break-ins, and because the cops were polite and professional. But, one time, as a test, I asked if I was being detained. He said “no,” and that was the end of it. I walked home, undeterred.

      We used to call it police harassment. When I was younger I was stopped all the time and told to “assume the position” which is spread eagled against either a wall or a squad car. They were looking for drugs and because of my long hair and carrying of a guitar I fit the bill. But I never thought I was a victim, I was just enjoying my white privilege.

    Well,congratulations John not-a-Tory. You just stripped the cops of one of their non-lethal crime-fighting/solving tools. Without this database,how do you think the “good” guys are able to solve cold cases? Who gets added to the database does not discriminate on the basis of colour or ethnicity — anybody might end up in it. If non-whites are disproportionately represented, perhaps its because statistically more of them commit crimes than do white people who are declining as a percentage of the population.

      Tory’s a politically correct imbecile. Without carding, the innocent in the black neighborhoods will take the brunt of the gang violence. There will be more aspiring rapper’s gunned down by other aspiring rappers and the body count will rise exponentially. All thanks to near sighted, tone deaf politicians like Tory.

    There are many in Ottawa that say police should stop going in to black areas of the city in large part people refuse to talk you don’t want to help fine then no 911 services for you.
